LUCKNOW: Reversing yet another decision of the Rajnath government, the Mayawati government, cancelled earlier appointments in order to make fresh recruitments of 402 instructors in Government Industrial Training Institutes (ITIs) in UP.
According to a June 16 GO (1557/36-5-03-5-60/02), the government has not only cancelled advertisements issued during Rajnath regime on September 7 and 9, 2001, for recruiting 402 instructors in ITIs, but also amended Instructors'' Service Rules to make fresh appointments.
This may jeopardise the future of 402 candidates, already selected for instructors'' posts during Rajnath regime but could not join as these appointments were challenged in the high court.
Ironically, the new process adopted by the Mayawati government, is also violative of the high court order of March 5, 2003 . The appointment of instructors under Group ''C'' by the Rajnath government was stalled following writ petitions filed by about 80 ''prashikshan mitras'' and Ashok Yadav.
But in an order passed by the high court on March 5, 2003, the court had vacated the earlier stay directing the state government to complete the recruitment process within four months.
Instead, the Mayawati government chose to reverse the Rajnath government''s policy and ordered for fresh recruitments directly. The advertisements for fresh appointments are likely to be issued shortly by director, training and employment, Dr Gurdeep Singh .
Significantly, there are no vacancies existing if a status report of the Training and Employment Directorate (training cadre), UP is to be believed.
How the Rajnath government''s policy was reversed is quite interesting. Dr Singh sent a note to the labour department on May 19 seeking amendments in the Instructors'' Services Rules. Earlier, the selection was made through the Public Service Commission, UP. But Rule 3 (C) was amended to authorise a selection committee for direct recruitments. While the appointing authority in case of instructors used to be the additional director (administration), rules were amended further to replace him with the director, training and employment.
Accordingly, a GO (296/F-T- 1 0307) was issued on June 19, 2003 amending rule 15 (1) saying that "direct recruitment to a post in the service shall be made through a selection committee comprising of appointing authority as chairman and three other officers of which one shall be from the SC/ST, one from the OBC and one from minority community."
